I finally managed to get a chance to call the TfL helpdesk. Unfortunately, the lovely person I spoke to was unable to see the reason why the service delay refund was declined.
She added they can see tube delays but can’t see the details for issues on the Elizabeth Line.
She suspects however that as the daily cap was reached that there may be no refund to pay out.
She suggested to fill a form out online and see if I can find out the exact reason to be sure.
