No. Oyster and contactless PAYG is valid on all services* within the area. The 60+ is a special concession which is not valid on services outside Greater London (with a few exceptions like Dartford).
*For the pedants, it’s not valid on Avanti West Coast because they do not carry passengers solely between Watford and Euston – it’s all long distance stuff. Also not valid on High Speed 1 beyond Stratford International.
